The Tower Crew's No. 1 Job is Safety.
1. If a boat capsizes, IMMEDIATELY call the rescue boat crew and advise them to take appropriate action and make sure that the problem is solved.
2. You must be aware where all boats are at ALL times. If they sail out of sight, call the rescue boat crew unless you are absolutely sure that all is well.
3. During races in heavy (cold) weather the crew of a capsized boat has only 15 minutes before hypothermia begins to set in. The crew must be safe within a few minutes.
It is your responsibility to ensure that safety is No. 1

Your No. 2 Job is Timekeeping
It is important that you record the time of each boat as it crosses the "tower to common mark" sight line from left to right. The common mark is the red buoy to the southwest of the tower. The sight line extends beyond the common mark to the far shore.
The number of crossings necessary for each boat is dependent on the particular Course being sailed. This need not be of any concern for the timekeeper, just record the crossings as they occur.
This should be all there is to keeping time, however, if you would like further information, it is provided in the Green Folder in the tower.
